Donald E. Klingner

Dr. Donald Klingner is a Distinguished Professor Emeritus in the School of Public Affairs at the University of Colorado Colorado Springs. He is an elected Fellow (2007) of the National Academy of Public Administration (NAPA), was President (2008-2009) of the American Society for Public Administration (ASPA) and received a PhD honoris causa from IAPAS in Mexico (2017). He is co-author of Public Personnel Management (7th edition 2017), also published in Spanish and Chinese; and co-editor of two books with Roberto Moreno Espinosa on the drug trafficking crisis with Mexico (English 2014, Spanish 2015). He has been a Fulbright Senior Scholar (Central America 1994), a visiting professor at UNAM, Mexico (1999 – 2003), and a consultant to the United Nations, the World Bank and the Interamerican Development Bank on public management capacity building. He was a faculty member at IUPUI (1974 –1980) and Florida International University (1980 – 2001). Prior to earning a PhD in Public Administration from the University of Southern California in 1974, he worked for the US government’s central personnel agency (US Civil Service Commission, 1968 – 1973).

Con Roberto Moreno Espinosa, es coordinador de dos libros (ingles 2014 y español 2015) sobre La ‘Perfecta Tormenta’ del Narcotráfico en la Zona Fronteriza de México y Estados Unidos: Una no Reconocida Oportunidad para Fortalecer la Capacidad de la Gobernanza. Fue Becario Fulbright en América Central (1994), Profesor Visitante en la UNAM, México (veranos 1998-2003), consultor con la Organización de Naciones Unidas, el Banco Mundial y el Banco Interamericano de Desarrollo. Él era catedrático en la Universidad de Indiana (IUPUI, 1974-1980) y la Universidad Internacional de la Florida (FIU, 1980-2001). Él trabajé para la Dirección General de Servicio Civil Estadounidense (US Civil Service Commission, 1968-1973) antes de recibir su título de doctorado (PhD) en Administración Pública de la University of Southern California (1974).
